Luke is an associate transport consultant, leading our transport planning teams in Bristol and Cardiff. He has over ten years’ consultancy experience, having previously worked in the public sector. Having also gained an MSc in Transport Planning with distinction, Luke has a thorough grounding in theory and practice, from the perspective of both the developer and local authority.

Luke particularly enjoys shaping development from its earliest stages: feasibility and local plan promotion. He thinks that early integration of transport into the development process positively impacts outcomes for multiple stakeholders.

His work continues through the planning process including the production of transport assessments and ES transport chapters, and the provision of expert witness.

Viewing transport in a broader context is important to Luke, particularly the need to recognise the climate emergency. This has shown that we need to change the way we plan for movement and accessibility. For Luke, the solution is a vision led approach to transport planning, encouraging a sustainable approach to movement rather than defaulting to expensive additional highway a capacity.

During his time at Hydrock, now Stantec, Luke has delivered a wide range of developments across sectors including residential, all levels of education, leisure, mixed use, and bespoke commercial offerings.
