In May 2023, Hydrock expanded its expertise with the acquisition of Fore a 20-strong transport and strategic planning consultancy founded in Leeds.

Paul is a director and co-founder of Fore, with over 33 years’ experience. As a highly-skilled transport planner and traffic engineer, he’s played a pivotal role in the company's growth. He’s worked on many large and mixed-use projects across the UK and internationally, across a range of sectors including retail, commercial, residential, energy, education, leisure and sports.

Paul regularly advises landowners, promoters and developers, offering insights into integrated transportation and regeneration solutions aimed at fostering economic growth in urban areas. This has significantly impacted developments throughout the Midlands, North West and Yorkshire.

His impressive portfolio of projects include the Crosspoint 33 Employment Site, Trinity Farm in Knottingley, where he provided vital transport solutions for a national retailer tenant. He’s also advised on several strategic residential sites, contributing to new settlements and major strategic developments promoted through Local Plans and to planning application stage. He recently advised on the Hoyland West Employment Site in Barnsley, for which he devised innovative transportation solutions for a best-in-class employment location for national and international manufacturing and logistics businesses.

Paul holds a master's degree in Transport Planning and Engineering from the University of Leeds and is a Member of the Institution of Highways and Transportation.
